Competence of state bodies when considering appeals of citizens, including individual entrepreneurs, and legal entities
The State Property Committee of the Minsk Regional Executive Committee considers the issues set out in the appeals within its competence, in accordance with the requirements of the current legislation.
Citizens of the Republic of Belarus have the right to apply by submitting written, electronic or oral applications. Legal entities of the Republic of Belarus, individual entrepreneurs have the right to appeal by submitting written (with the exception of comments and (or) proposals entered into the book of comments and proposals), electronic or oral appeals.
Appeals can be submitted in writing, electronically or orally. Reception of written applications, including applications for the implementation of administrative procedures, is organized from 8.00 in the reception committee (office 231). Electronic appeals are submitted to state bodies through the system of registration and processing of appeals and are subject to consideration in the manner established for the consideration of written appeals, taking into account the specifics due to the specified form of appeals.
Compulsory acceptance and registration are subject to applications submitted in the manner prescribed by the Law of the Republic of Belarus dated July 18, 2011 No. 300-Z "On Applications of Citizens and Legal Entities".
Upon receipt of written and electronic applications containing issues, the solution of which does not fall within the competence, within five working days such applications are sent for consideration to organizations in accordance with their competence with notification of the applicants within the same period or within the same period, leave appeals without consideration on the merits and notify the applicants about this with an explanation of which organization and in what order they should contact to resolve the issues set forth in the appeals.
Requirements for submissions.
Appeals are submitted by applicants in Belarusian or Russian in written or electronic form, and are also presented orally. Written appeals are submitted by courier, by mail, during a personal reception, by making comments and (or) suggestions in the book of comments and suggestions. Oral appeals are presented during a personal reception.
Written appeals from citizens must contain:
- name and (or) address of the State Property Committee of the Minsk Regional Executive Committee or the position of the person to whom the appeal is sent;
- surname, first name, patronymic (if any) or initials of the citizen, address of his place of residence (place of stay);
- statement of the essence of the appeal;
- personal signature of a citizen (citizens).
Written requests from legal entities must contain:
- name and (or) address of the State Property Committee of the Minsk Regional Executive Committee or the position of the person to whom the appeal is sent;
- full name of the legal entity and its location;
- statement of the essence of the appeal;
- surname, first name, patronymic (if any) or initials of the head or person duly authorized to sign appeals;
- personal signature of the head or person duly authorized to sign appeals, certified by the seal of the legal entity.
Applicants must:
- comply with the requirements of the law on the appeals of citizens and legal entities;
- apply to organizations, individual entrepreneurs in accordance with their competence;
- be polite to employees of organizations, individual entrepreneurs and their employees, avoid the use of obscene or offensive words or expressions;
- timely inform organizations, individual entrepreneurs about a change in their place of residence (place of stay) or location during the period of consideration of the application;
- perform other duties stipulated by the legislation on appeals of citizens and legal entities.
Terms for consideration of appeals.
Written and electronic applications must be considered no later than fifteen days, and applications requiring additional study and verification - no later than one month, unless another period is established by legislative acts.
The term for consideration of appeals is calculated from the day following the day of registration of appeals. If the last day of the term for consideration of appeals falls on a non-working day, then the first working day following it is considered the expiration day.
The applicant has the right to withdraw his written or electronic application to the State Property Committee of the Minsk Regional Executive Committee.
The State Property Committee of the Minsk Regional Executive Committee maintains and provides upon request the Book of Comments and Suggestions (Minsk, Chkalova St., 5, office No. 226).
